This is a risible letter and I am deconstructing it more from my own amusement and a way of winding up my mind to start the week rather than anything else but people would not send such letters if they were not taken seriously by some.
This is an image of Tolpits Lane in Watford with offices to rent and some industrial properties thereon. She’s probably not the sort of place that you’d use as a financial centre of any soft especially with world pretentions.
Attention: Beneficiary.
This is the second clue that this is not a personal letter. If you were offering someone half a million dollars you would take the trouble to write their name. I know it is obvious when you think about it but some people don’t because they’re excited about the money

This is the first clue that the person writing this is not English because they do not understand the term setup which is normally associated with fake schemes so they’ve shot themselves in the foot before they even start.

These are ever changing addresses with ever changing names. If the domain name is not personalized you can be sure it is less than truthful. So yandex accommodates pretty much every one

This again is a feeble minded attempt to assure people that there will be no interference which is pretty much a guarantee that there will be, normally in the form of unexpected requests for fees which go on and on until you realize you have been conned.

Again pretty much everything about this is suspicious. They do not ask for an email address which is strange. Are you supposed to make up your own reference number or quote the fake number above? The occupation and age are irrelevant.

Gambling Commission Chief Executive
We now get the appearance of a Gambling Commission of whom this man is a chief executive, where did that come from?
I reckon that semi educated people are engaged to write this type of junk and mail to as many people as possible on a random basis from purchased lists. They probably receive a percentage of the profits so it’s quantity not quality as is obvious. It is also clear that they work alone because in a corporate situation you would send such a supposedly important letter for checking for content and syntax so this is clearly not being done.
I can only guess why people fall for such things, it could be a combination of ignorance and desperate need. They probably say that ‘it can’t do any harm and there may be something in it.
As they say, if it’s sounds too good to be true it probably is.
